I think NINJA LOOTERS should be marked or highlighted or searchable through logs. The raid leader, group leader, or guildmaster can start the process any player with a linked account that was part of that group can also mark them as NINJAS. To be fair a certain number of the group should be required so as not to abuse the feature.
